Hualien Harbor, situated at the northeastern corner of Hualien City, is an artificial harbor formed by enclosing breakwaters. It is a mandatory stop for those embarking on whale-watching tours from Hualien and is also an excellent spot for watching the sunrise. The harbor is open all year round, 24 hours a day.
